The State of Missouri is seeking a vendor to provide a Virtual Reality Training System (VRTS) designed specifically for law enforcement training. During the delivery of training scenarios, the VRTS should operate on a self-contained network, ensuring it does not depend on any external networks for functionality.

The solution should support at least eight officers participating simultaneously in training scenarios.
