A law enforcement agency is seeking a qualified vendor to provide a comprehensive virtual reality (VR) based training solution platform. The objective is to enhance officer readiness, safety, and decision-making by delivering immersive, scenario-based training. The platform must allow for the importation of specific CAD renderings and blueprints, enabling VR representation of real-world buildings for realistic training environments.

Key requirements include support for system recording, replay, performance analysis, and eye-tracking to facilitate detailed after-action reviews. The solution should encompass all necessary hardware, software, installation services, and include system documentation, manuals, and performance reporting tools. An intuitive user interface is required for both instructors and trainees, along with role-based access control, secure authentication, and encryption to ensure system security.

Regular software updates, defect corrections, and feature enhancements are expected throughout the five-year contract term. The platform will deliver training modules covering defensive tactics, firearms and judgmental use-of-force scenarios, de-escalation and crisis intervention, active threat response, as well as patrol procedures and communication.
