DESCRIPTION


The government authority in Sacramento, California is seeking a vendor to conduct vessel feasibility review services. The selected vendor will be responsible for evaluating vessel owner or operator applications seeking compliance extensions, which must include reviewing the submitted technical feasibility assessment reports. These reports are expected to demonstrate instances where it is not feasible to repower vessels or install Tier 4 engines or diesel particulate filter (DPF) aftertreatment systems on existing in-use vessels.

Within 30 days of receipt, the vendor must complete an Analysis Report that assesses the technical accuracy of the submitted feasibility assessment, identifies any viable vessel alterations, modifications, or design changes that could enable the installation of Tier 4 engines and DPF aftertreatment, and provides supporting information for the feasibility determination. The objective is to ensure all technical and practical options are thoroughly examined before granting compliance extensions.
