DESCRIPTION


The United States Coast Guard (USCG) Surface Program is seeking qualified and experienced firms to provide vessel construction management (VCM) services for various USCG vessels and infrastructure projects. The selected firms will be responsible for overseeing and managing all aspects of vessel and infrastructure construction based on government-supplied design packages for each task order.

Key responsibilities include awarding construction contracts for USCG vessels such as Homeland Security Cutter Medium, managing infrastructure projects such as floating dry docks, and handling all planning, scheduling, budgeting, and quality control functions. Firms must monitor shipyard performance, report on production status and metrics, provide technical guidance and oversight, and perform configuration management of designs across multiple build yards. Additional duties involve negotiating pricing for long lead time and economic ordering quantity materials and managing construction risks and issues.

The contract will be structured as a multiple award task order contract (MATOC) with a five-year base period and one five-year option period, and a total projected award value of $2 billion. Task orders will be issued as Firm-Fixed-Price agreements. Interested entities are required to detail their company profile, experience, pricing methodology, technical expertise, management approach, and provide at least three relevant past performance projects.
