SUMMARY

The Navy seeks sustainment services for Venom Software and GARMIN avionics systems for F-5 aircraft, with L3Harris ForceX identified as the sole provider due to proprietary requirements.

DESCRIPTION

The Naval Air Warfare Center Aircraft Division (NAWCAD) intends to solicit and negotiate with only one source under statutory authority for the sustainment of the Venom Software Suite and GARMIN G3000 Integrated Avionics System. This annual product support is in aid of the Adversary and Specialized Aircraft Program Office (PMA-226), specifically for the Department of the Navy’s Adversary F-5F+/N+ aircraft.

NAWCAD plans to award a contract to L3Harris ForceX Inc., which includes a twelve-month base period and four additional twelve-month option periods, structured as a Firm Fixed Price (FFP) / Cost Plus Fixed Fee (CPFF) agreement. L3Harris ForceX Inc. is identified as the only vendor with the proprietary technical capability and requisite data package needed for configuration management and technical support due to limited government data rights on the Venom Software.

This determination to not compete the requirement is at the discretion of the Government, but capability statements may be submitted by interested parties. The opportunity is for sustainment efforts that directly support mission system operations and annual product functionality for the specified aircraft.
