Valve Exercising and Condition Assessment Program Services

Western Springs seeks a vendor for valve exercising, condition assessments, and reporting to support preventative maintenance efforts.

Submit all submittal requirements found on pages 1 and 2 of the RFP
Submit in a sealed envelope plainly marked as 'Valve Exercising and Condition Assessment Program Proposal'
Proposals must be received no later than 3:00 PM on April 6, 2026
Provide a brief introduction including proposer's name, office address, office telephone number, 24-hr emergency telephone number, fax number, and name of contact person
Provide a description of the firm's understanding of the project scope
Provide an overall account of the philosophy and methods for project completion
Outline tasks associated with each element of the scope of services
Provide anticipated work schedule from start to completion
Provide biographical data and experience for key professional members (Project Manager, Field Project Leader, Field Technician)
Provide 3 specific examples of municipal mainline valve exercising projects within the last 5 years
Provide a narrative of the specific name, model, and age of equipment to be utilized, including torque limits for every valve type and size
Include a completed copy of the schedule of prices
Provide a copy of a sample condition assessment report
Comply with all laws including those related to employment of labor and payment of local prevailing wage rates, Cook County rates
Furnish a performance bond in the full amount of the proposal
Be available to begin work on or after June 1, 2026
Substantially complete any phase (exercise/assess each valve and submit final comprehensive report) within thirty (30) days of field portion completion
Operate each located water valve through its full range of turns or to its full extent as observed in the field
Operate valves with the minimum torque required to prevent damage
Submit a full procedure on how valves will be operated/turned
Upload all collected information and data to the Village's ESRI ArcGIS online application
Provide a location report for each asset located in a database or excel spreadsheet on a flash drive
Be available to meet at regularly scheduled intervals with assigned Utility personnel if requested
Prepare a progress report at selected intervals if requested
Provide a graphic drawing of each location with measurements from existing landmarks if necessary
Deliver the completed water atlas within thirty (30) working days after fieldwork is completed
Contractor is responsible for traffic control and protection on all local roadways
Contractor must install and maintain traffic control in accordance with MANUAL OF UNIFORM TRAFFIC CONTROL DEVICES FOR STREETS AND HIGHWAYS and ILLINOIS SUPPLEMENTAL TO THE NATIONAL MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES
Contractor shall not close or obstruct streets, alleys, sidewalks or other occupied or used facilities without permission from the Village
Contractor may work Monday - Friday: 7:30 am to 3 pm, and Saturday: 9 am to 5 pm (upon written request 48-hours prior)
No heavy equipment may be used on New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day
Promptly repair or replace defective work without expense to the Village, or accept a deduction from the agreement price for Village to repair
Comply with all applicable Federal, State and local laws, standards, and regulations (IDPH, EPA/IEPA, OSHA, IDOT, COOK COUNTY, MWRD, IDOL)
Abide by all safety standards and regulations provided by OSHA, IDOL, IDPH
No motorized equipment on private property or driveways without prior authorization
Plywood or other support/protection must be placed on parkway/private property prior to operating/parking vehicles/equipment
Provide a minimum one (1) year guaranty relative to any equipment and its components
Maintain a current, valid Village business license and post a contractor's license bond
Provide all of its own insurance coverages as applicable to the Work, including Comprehensive General Liability ($1,000,000.00 per occurrence and $2,000,000.00 in the aggregate), Umbrella Coverage ($1,000,000.00), Property Damage ($500,000.00 per occurrence), Automobile Coverage ($1,000,000.00 per occurrence), Errors and omissions insurance or professional liability (TBD by Village Manager), and Workers' Compensation (Statutory)
Furnish certificates of insurance with premiums paid in full prior to the Effective Date of Contract
Name the Village of Western Springs and its affiliates as additional insureds on insurance policies
Comply with FOIA requirements and provide requested public records to the Village within two (2) business days of request
Allow access for Village Superintendent or designee to review and audit books and records relating to the Project
