A government authority in South Pasadena, California seeks a vendor to provide comprehensive utility users tax management services. The selected firm will be responsible for identifying program gaps and recommending corrective actions, as well as developing an implementation plan that includes first-year milestones and deliverables. Centralized collector registry and database management are required, including regular briefings to finance staff on relevant methodologies, tools, and workflows.
Key responsibilities include facilitating the registration and compliance of new or unregistered collectors, maintaining and updating the collector registry at least quarterly, and conducting routine risk-based audits of collector remittances. The vendor will review billing, accounts, and supporting records for accuracy and will perform desk and field audits to determine any deficiencies, penalties, and interest. Additional tasks involve technology audits for emerging services (such as VoIP, OTT, and prepaid wireless), monitoring regulatory developments, and providing advisory services to the city. Retroactive audits must also be conducted for the maximum period allowed, including coordination with legal counsel on any disputed findings.
