A Utah-based agency is seeking a utility billing system to address current gaps in workflow functionality and to eliminate manual processes and workarounds. The new system must feature a user-friendly, browser-based interface with user-defined fields and parameters, streamlined account setup, and comprehensive workflows for meter changes, service orders, delinquencies, and penalties. Secure, user-defined access levels and password administration are mandatory.
Vendors should provide technical support during business hours and ensure the solution interfaces seamlessly with external cash receipting, ERP systems, meter reading software, and GIS applications. The product should link addresses and parcels (including stacked parcels) and include an online customer service portal allowing consumption views (graphical and numerical), access to billing and payment history, online payments, and autopay setup.
The system must support at least 30,000 unique customer accounts, enforce business rules to minimize user errors, and allow attachment of documents to accounts. Capabilities to manage customer classifications, service types, and detailed account and location management are required. The contract period is for one year.
