A city in Texas is seeking a consultant to conduct an assessment of its utility billing software and to determine comprehensive system requirements for various stakeholder departments. The assessment will cover departments such as Water/Sewer, Electric, Public Works (including Stormwater Drainage and Solid Waste), Customer Care Call Center, Customer Billing, Customer Metering, and Information Technology.

The consultant will engage with these departments to identify high-level needs, business processes, and rate structures that are desired but not currently supported by the existing system. Needs may include enhanced rate structures, improved billing features, new customer service program offerings, advanced reporting capabilities, and better system integrations. Additionally, the assessment should address both indirect and operational costs, covering areas such as system administration and maintenance labor, staff training, costs of integrations and customizations, opportunity costs linked to inefficiencies or system risks, and expenses related to future upgrades or migrations.

Interested parties should note that a pre-proposal conference is scheduled for February 23, 2026, and all questions must be submitted by March 2, 2026.
