DESCRIPTION

The government authority in Pompano Beach, Florida is seeking a provider for utilities rate, financial planning, and organizational services. The selected vendor will deliver professional financial advisory and related services on an as-needed basis as authorized through periodic work assignments. Services may encompass budgeting and forecasting, rate-making and analysis, management and cost accounting, support for financing activities, evaluation of utility systems, preparation of annual reports required by bond covenants and loan agreements, and organizational assessments.

Included in the scope is a revenue sufficiency analysis with multi-year financial feasibility planning (covering 5- to 20-year horizons) that integrates operational, capital, and financial policy requirements. The vendor will develop revenue requirement and rate projection models, forecast operating expenses, capital funding needs, and reserve requirements, and evaluate capital financing strategies. Additionally, the contract includes the review and update of financial policies, such as debt service coverage ratios, reserve policies, and fund allocation. The successful bidder will conduct a comprehensive rate structure analysis to ensure affordability and policy alignment, evaluating customer usage, rate structures and cost allocation approaches for surcharge costs on boundary municipalities.

This contract will span five years. Vendors must submit any questions no later than May 6, 2026.
