DESCRIPTION


A government authority in Putnam County, Florida seeks a vendor to conduct a comprehensive utilities feasibility study. The scope includes delineation of the study area in collaboration with the County, review of existing utilities and property ownership, and assessment of current water and sewer populations to determine per capita use. Vendors will provide analysis and strategic guidance on infrastructure buildout and phased approaches that maximize return on investment for local utilities.

The selected firm will be responsible for creating phased exhibits and explanatory narratives to demonstrate proposed infrastructure buildout, along with a projected timeline based on suggested implementation phases and potential funding sources. The study will also include assessment of available capacity within the existing infrastructure and identification of areas for expansion or addition of water and wastewater plants.

Additional requirements include engineering estimates of probable costs related to plant construction and infrastructure development, as well as projected costs tied to phased improvements with adjustments for inflation throughout the implementation period.
