The State of Arizona is seeking a user traffic data platform designed to track library patron visits while prioritizing real-time analytics and user privacy. The platform should enable libraries to monitor patron visits across branch locations, providing data that ranges from historic to near real-time.
Key requirements include the ability to access, create, and save unlimited points of interest and generate unlimited reports for locations throughout Arizona. Users must be able to draw geofences dynamically, without the need to wait for locations to be indexed. The solution must ensure that only location data stripped of all personally identifiable information is received and utilized, with data being proprietary and sourced directly from mobile application data partners rather than through third-party brokers or aggregators. End-to-end encryption is required to safeguard all data handled by the platform.
The contract is anticipated to span one year. Interested vendors should note that a pre-bid meeting is scheduled for December 23, 2025, and all questions related to the opportunity must be submitted by January 8, 2026.
