The United States Army Corps of Engineers (USACE) Sacramento District seeks to assess the market for small business firms qualified to design and construct a new pumping plant facility in Sacramento, California, as part of the American River Common Features, Natomas Basin Project. The project involves demolition of the existing Pumping Plant 5 (PP5) and construction of a new facility approximately 300 feet up the canal to support levee improvements, including seepage berms, adjacent levees, and raising discharge pipes to meet the 200-year water surface elevation.
Key project constraints include seasonal work windows due to flood season and environmental considerations for local wildlife, such as the Giant Garter Snake. The anticipated magnitude of construction is estimated between $25,000,000 and $35,000,000. The Government expects construction completion within 880 calendar days of the Notice to Proceed, with the solicitation release expected around May 2026 and award anticipated by September 30, 2026. All interested contractors, including small businesses and others, are encouraged to submit capability statements demonstrating relevant experience, capacity, and bonding ability.
Interested parties must provide contact and company information, workforce details (union or non-union), and examples of comparable projects completed within the past six years. This market research solicitation aims to inform acquisition strategy and determine the potential for a small business set-aside.
