The U.S. Army Contracting Command Watervliet Arsenal (ACC-WVA) is seeking innovative commercial products or services to support Organic Industrial Base (OIB) modernization under a Commercial Solutions Opening (CSO) authority, in accordance with Section 1823 of the National Defense Authorization Act for Fiscal Year 2026 and DFARS Subpart 212.70. The CSO enables the acquisition of solutions and capabilities that address modernization requirements, close commercial capability gaps, or facilitate technological advancements.
Proposals will be accepted through a general solicitation, resembling a broad agency announcement. Submissions will be reviewed by scientific, technological, or subject-matter expert peers. Contracts resulting from this solicitation will be fixed-price, including the possibility of fixed-price incentive fee contracts, and the acquired items, technologies, and services will be treated as commercial items as defined by relevant federal regulations.
