The Alvin C. York Campus of TVHS is seeking a contractor to provide comprehensive construction services to upgrade its Energy Management System (EMS) and Building Automation System. The scope includes converting the existing Direct Digital Control (DDC) system to an industry-standard native DDC system, installing a new fiber optic backbone connecting all panels, replacing outdated controls and panels, and integrating new controls into designated areas. The contractor is responsible for all labor, materials, equipment, and supervision required for this project.
Work tasks also cover controls programming, structured cabling, low voltage electrical work, architectural patch back, fine-tuning, fire alarm system integration, system commissioning, and general construction support. Upon completion, the facility will benefit from a state-of-the-art EMS featuring a unified front end, advanced graphics, and full BACnet certification and commissioning. The estimated construction value ranges from $1 million to $5 million.
This project will follow a Lowest Price Technically Acceptable (LPTA) source selection process under FAR Part 15, and is strictly set aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. Interested companies must be registered and certified by the SBA DSBS and listed in the System For Award Management (SAM) database. Evaluation criteria and additional details will be provided upon official solicitation release.
