The Veterans Integrated Service Network 04 (VISN 04) Contracting Office at the Lebanon Veteran Administration Medical Center is seeking a qualified Architect/Engineering firm to provide design–build services for the Upgrade DDC HVAC Controls in Building 1. The contracted vendor will be responsible for both the design and construction completion of the project, ensuring compliance with current VA guidelines, EPA standards, VA specifications, and local requirements. This project is specifically developed for the Lebanon VA Medical Center in Lebanon, Pennsylvania.
The solicitation follows a Best Value two-phase design–build procedure, with Phase I proposals evaluated to select three top offerors to advance to Phase II. Firms are required to deliver all tools, labor, materials, permits, licenses, and supervision necessary for the scope of work. The estimated magnitude of construction cost falls between $1,000,000 and $5,000,000, and the period of performance is scheduled for 390 calendar days (60 days for design, 330 days for construction) from the Notice to Proceed.
This contract is set aside exclusively for Service Disabled Veteran Owned Small Businesses (SDVOSB) under NAICS Code 238220 for Plumbing, Heating, and Air Conditioning Contractors with a size standard of $19.0 Million in annual receipts. Registered firms must be listed in the SAM and SBA VetCert databases at proposal submission. Pre-bid conferences and site visits will be held as part of Phase I, and all questions must be submitted in writing, with responses posted via SAM.gov.
