DESCRIPTION

The Department of Veterans Affairs, Veterans Health Administration, is conducting market research for the Upgrade Chiller Plant Construction project at the Northport VA Medical Center in Northport, New York. The scope includes general construction and alterations of the existing chiller plant, removal of existing building components and systems, and the construction and installation of new equipment and systems. The project will be divided into two phases: Phase 1 must be completed and operational before the start of Phase 2.

A temporary chiller plant will be installed and maintained during the construction period to ensure continuous support for the medical facility. Upon completion of the project and final acceptance of the new chiller plant, all temporary installations will be removed. The contract will be awarded as a competitive firm-fixed-price contract using the design–bid–build approach, and the anticipated magnitude of construction is estimated between $20,000,000 and $50,000,000. The project duration is expected to be 730 calendar days from the notice to proceed.

Contractors are required to provide all necessary labor, materials, and equipment in accordance with the contract documents. Respondents should demonstrate similar construction project experience, bonding capacity, and the ability to meet the requirements outlined for a medical facility. The determination of any socioeconomic set‐aside and the final procurement approach will be based on market research and the capabilities of interested parties.
