The State of Maryland is seeking a vendor to provide a universal monitoring tool tailored for alignment across various educational and regulatory departments. The selected vendor will need demonstrated experience in designing program evaluation and monitoring tools, especially within educational or regulatory frameworks, as well as expertise in Human-Centered and User Experience (UX) design to ensure accessibility and effective use.
The project requires aligning standards between departments such as Licensing, Quality Rating and Improvement Systems (QRIS), and Pre–K to develop unified frameworks. Familiarity with Maryland's Early Learning Standards (MELS), state agency regulations, and the Blueprint for Maryland’s Future is essential. Responsibilities include the development of technical content such as user guides, asynchronous training materials, and user-friendly guides to support diverse learners. Additionally, the vendor must provide comprehensive training to agency staff and service providers on the tool's functionality and on how to interpret summary reports and evaluation results. The contract period will last for one year.
