The chosen provider will be responsible for developing a unified development code for the city, managing the project’s budget and schedule, and maintaining clear communication with the assigned project liaison through regular written updates.

Key responsibilities include advising the city’s project advisory committee and facilitating focus groups and stakeholder meetings. The vendor will deliver a diagnostic review report, thoroughly evaluating existing development regulations—such as zoning and subdivision codes—to identify deficiencies and trends in land use, population growth, public perception, and economic development. This analysis aims to enhance the understanding of the current regulatory framework and recommend updates for future growth and alignment.

Additionally, the vendor will design and implement an effective public engagement strategy utilizing online and in-person surveys, interviews, focus groups, and public open houses. Engagement will encompass city staff, elected officials, property owners, the development community, and the general public, with a summarized written analysis of the public input provided as part of the deliverables.
