Unemployment Compensation Claims Management Services

Seeking a vendor to manage all aspects of unemployment compensation claims, including multistate cases and legislative updates, in Pennsylvania.

Comply with the Charter and Fair Practices Ordinance (Chapter 9-1100 of the Code) regarding non-discrimination.
Do not discriminate based on race, ethnicity, color, sex, sexual orientation, gender identity, religion, national origin, ancestry, age, disability, marital status, source of income, familial status, genetic information, domestic or sexual violence victim status, or AIDS status.
Comply with Antidiscrimination and Equal Opportunity in Contracting (Executive Order 03-12/01-21) requirements for data collection, retention, and reporting.
Procure and maintain Workers' Compensation insurance with statutory limits.
Procure and maintain Employers' Liability insurance with limits of $100,000 per accident, $100,000 per employee for disease, and $500,000 policy limit for disease.
Procure and maintain General Liability insurance with limits of $2,000,000 per occurrence, $2,000,000 advertising injury, $4,000,000 general aggregate, and $2,000,000 aggregate for products and completed operations.
General Liability coverage must include premises operations, blanket contractual liability, personal injury liability, products and completed operations, independent contractors, employees and volunteers as additional insureds, cross liability, and broad form property damage.
Procure and maintain Automobile Liability insurance with a $1,000,000 per occurrence combined single limit for bodily injury and property damage liability, covering owned, non-owned, and hired vehicles.
Procure and maintain Professional Liability insurance with a $1,000,000 limit and a deductible not exceeding $100,000, covering errors and omissions.
Procure and maintain Cyber Liability Coverage with a $1,000,000 per Claim/Aggregate Limit, covering information security and privacy liability, data breaches, malicious code, electronic business income/extra expense, and privacy notification expense.
All insurance, except Professional Liability, must be on an 'occurrence' basis.
Provide at least 30 days prior written notice to the City for any material changes, cancellations, or non-renewals of insurance coverage.
Name the City, its officers, employees, and agents as additional insureds on General and Cyber Liability policies.
Provide an endorsement stating that coverage afforded to the City as additional insureds is primary and not invalidated by City acts or omissions.
Deliver required evidence of insurance coverages to the City's Risk Management Division before commencing work.
If self-insuring, obtain prior written approval from the Responsible Official and City's Risk Manager and provide financial statements and state certification.
Submit a signed Confidentiality and Non-Disclosure Agreement (Appendix F) by March 10th, 2026, 5:00 PM Philadelphia time.
Keep all City Data confidential and destroy copies upon contract termination.
Submit the proposal and application electronically via eContractPhilly by the deadline.
Ensure the proposal explains how Applicant meets the Scope of Work requirements.
Include a detailed, fixed-price cost proposal with a line-item breakdown.
Ensure the proposal meets overall format and content requirements.
State any objections to the General Provisions in the proposal.
Submit Appendix C: City of Philadelphia Tax and Regulatory Status and Clearance Statement.
Submit a Statement of Financial Capacity, including recent financial statements, bankruptcy filings disclosure, or IRS Form 990 (for non-profits).
Disclose all information required under Chapter 17-1400 of the Philadelphia Code (political contributions, lobbyists, subcontractors) via eContract Philly.
If applicable, submit Appendix D (Local Business Entity or Local Impact Certification) or Appendix E (LGBTQ Applicant Opportunity Data).
Ensure the application is signed and certified by an authorized signatory.
Ensure the name and Tax Identification Number (TIN) on eContractPhilly match the application, applicant profile, Appendix C, and W-9 form.
Comply with City Business Licenses and Permit Requirements.
Comply with Payment of City Business Taxes or Other Indebtedness Owed to the City.
Comply with Chapter 17-1300 (Philadelphia 21st Century Minimum Wage and Benefits Standard).
Provide a description of the Applicant's business background, including organization type, registration, formation, years operating, mission, and significant experience.
Provide at least three references for similar projects.
Provide a complete list of prospective subcontractors, including company name, EIN, scope of work, and percentage of total work.
Disclose any legal proceedings or contract disputes from the past five years.
Comply with Federal Laws, including Title VI of the Civil Rights Act of 1964, Section 504 of the Federal Rehabilitation Act of 1973, the Age Discrimination Act of 1975, Title IX of the Education Amendments of 1972, and 45 C.F.R. Part 92.
Comply with the Americans with Disabilities Act (ADA).
Comply with Section 17-104 of the Code regarding Northern Ireland fair employment principles.
Comply with Limited English Proficiency requirements.
Comply with Section 17-104(2) of the Code regarding Business, Corporate and Slavery Era Insurance Disclosure.
Comply with City PHI Terms if acting as a Business Associate under HIPAA.
If the contract is over $250,000, extend equal employment benefits to life partners of employees as extended to spouses (Chapter 17-1900 of the Philadelphia Code).
Comply with all Applicable Law restricting gifts to City officers and employees.
Maintain an active Business Income and Receipts Tax (BIRT) Account Number.
Maintain an active Commercial Activity License (CAL) Number.
Pay a Contract Preparation Fee.

The selected vendor will be responsible for the comprehensive management of unemployment compensation claims, including both local and multistate cases. Services will encompass representing the client in the receipt, management, and processing of claims for unemployment compensation benefits filed by former employees.

Additionally, responsibilities include facilitating the smooth transition of claims, tax records, and related data to ensure continuity and compliance. The vendor will also be expected to keep clients informed about pending legislation or other relevant unemployment compensation issues. Legislative lobbying activities may also be required as part of the service.
