DESCRIPTION


The City of Pennsylvania is seeking a qualified vendor to provide comprehensive unemployment compensation claims management services. The selected third party will represent the city in managing all aspects of unemployment claims, including those involving local and multistate claimants. In addition to claims management, the vendor must possess the capability to perform legislative lobbying activities relevant to unemployment compensation regulations.

Vendors must be able to accept electronic payroll data feeds for eligibility verification and thoroughly review current city forms, policies, departmental handbooks, and procedure manuals. The scope includes engagement of third-party hearing representatives, provision of detailed contract and engagement terms, and disclosure of specific individuals and firms involved in providing services. The selected firm is also expected to offer detailed reporting to city management on the status of each individual claim, with reports provided monthly, quarterly, and annually.

The contract term will be for one year, and interested vendors must submit all questions regarding the RFP by March 10, 2026.
