Triennial Performance Audits Service

Request for consultants to conduct triennial performance audits covering fiscal years 2021/22 through 2023/24 in Sutter Creek, California.

Submit three copies of the proposal
Submit cost proposal in a separate sealed envelope
Proposal must be signed by an authorized officer
Provide a detailed schedule for all project phases
Provide three bound copies and one unbound original of all submittals
Disclose any financial, business, or other relationship with ACTC (Conflict of Interest Statement)
Indicate involvement in any litigation related to prior projects
Indicate any issues or needed changes to the proposed contract agreement
Proposal terms must remain in effect for 90 days
Possess an adequate financial management and accounting system
Prepare a Lump Sum Fee estimate with progress payments
Promptly send a contact email if intending to submit an RFP
Acknowledge any RFP addenda
Provide name, title, address, and telephone number of individual with authority to bind the company
Maintain public liability and property damages insurance with specified limits
Maintain Workers' Compensation and Employer's Liability insurance as required by California law
Maintain professional liability insurance for three years post-completion with specified limits
Be a qualified audit consultant
Demonstrate relevant experience, specific qualifications, and technical expertise
Demonstrate understanding of the project and its objectives
Propose an adequate and appropriate project team with relevant experience
Team leadership must understand public sector work and procurement processes
Detailed scope of services must be appropriate and achievable within timeframes
Project deliverables must be appropriate to schedule and scope
Possess a system or process for managing cost and budget
Provide evidence of successful budget management for similar projects
Schedule must show completion within or prior to ACTC time limits and include major milestones
Team members must have experience working in rural areas and on similar projects
Provide names of at least three agencies consulted in the past three years for references
For firms with 50 or more employees, include a copy of the affirmative action policy

RFP issue date: February 6, 2026

Questions due: February 19, 2026, at 3:00 p.m.

Closing date for proposals: March 27, 2026, at 12:00 p.m.

Possible consultant interviews/contract negotiations: April 3rd-10th, 2026

Contract execution: May 1st, 2026

Preliminary draft performance audits due: November 24th, 2026

Final performance audits due: January 28th, 2027
