The government authority in California seeks services for developing a Transportation Systems Management and Operations (TSMO) Plan supported by an updated Regional Intelligent Transportation Systems (ITS) Architecture. The selected vendor will evaluate current data governance, ownership structures, and regional data sharing agreements to identify barriers—whether institutional, technical, legal, or operational—to effective data sharing. Assessment will extend to regional needs regarding data interoperability, standards, cybersecurity, privacy issues, and system integration.
Vendors are expected to integrate strategies and technologies into regional planning and programming, encompassing the Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS), Congestion Management Process (CMP), and Transportation Improvement Program (TIP). The plan should incorporate relevant service packages, subsystems, and information flows using current and emerging technologies, while considering aspects of data exchange, communications, and cybersecurity appropriate for a regional context. Architecture documentation and supporting databases should be organized for streamlined maintenance, updates, and project-level systems engineering. Additional tasks include evaluating traffic signal and corridor management during both incidents and planned events, identifying operational improvements for wildfire response and weather-related disruptions, and recommending methods to enhance interagency communication and operational efficiency.
