DESCRIPTION


The organization seeks vendors to provide comprehensive administration services for transportation benefits, flexible spending accounts (FSA), and COBRA continuation coverage. The selected third-party administrator (TPA) will manage pre-tax commuter programs under IRS Section 132(f), including transit and parking programs, as well as Health FSA and Dependent Care FSA plans under IRS Section 125.

Responsibilities for COBRA continuation coverage include issuing required notices within 14 days, handling enrolments, conducting monthly billing and remittances, and collaborating on special enrolment situations and exceptions. The TPA must provide robust portal support for both open enrolment and ongoing coverage tracking, as well as ensure seamless member enrolment through the portal.

Additional duties include remitting premium payments to related vendors and billing the County for County-paid COBRA coverage. The selected vendor will need to demonstrate proven expertise in administering these employee benefit programs according to federal regulations.
