The project includes replacing and upgrading all existing parking management software and equipment, as well as supporting current gate access, revenue control systems, and related electronic control components. Installation of new software and hardware must be conducted without disrupting daily operations, as the parking facilities operate 24/7 year-round.

The selected vendor will deliver a centrally managed system that integrates reliable revenue management, robust access controls, fraud prevention capabilities, and the flexibility to support additional services such as employee parking permits, enforcement, and special event management. The solution must securely handle sensitive data such as social security numbers, driver's license details, financial information, and biometric data, ensuring proper storage and encryption practices.

System features include the ability to generate, modify, and export various reports in formats like MS Excel, PDF, or text. The software should maintain a reusable report library accessible to authorized users. The platform must also support granting and revoking annual parking permits, accommodate multiple credential types—such as RFID, barcode, keypad code, magnetic stripe, and proximity card—and log which credential was used for each entry or exit.
