The government authority in Frederick, Maryland seeks a vendor to provide Transition Assistance Program (TAP) services, utilizing evidence-based instructional systems design methodology, specifically the ADDIE model (Analysis, Design, Development, Implementation, and Evaluation). The TAP curriculum must incorporate engaging and relevant multimedia assets and adhere to processes and procedures that reflect best practices in instructional design.
The curriculum is structured with a four-level approach to interactivity, aligning objectives, training intention, content, and strategies. Various interactivity levels will be used across courses to enhance effectiveness. Multimedia materials such as presentations, videos, audio files, and web-based training should follow established multimedia principles, emphasizing on-screen graphics and narration, minimizing simultaneous use of narration, graphics, and text, and removing extraneous elements.
Vendors must demonstrate expertise in the ADDIE methodology and prior success in developing interactive, multimedia-rich training content.
