DESCRIPTION

A government authority in Salt Lake, Utah, seeks consulting services to conduct a Transit Signal Priority (TSP) scoping study. The selected consultant will perform a modeling-based analysis aimed at optimizing TSP deployment to enhance transit service efficiency, reliability, and the overall passenger experience through strategic TSP implementation in the region.

The study will explore opportunities to enhance communication between buses, traffic signals, and other vehicles, especially with the integration of LiDAR-equipped intersections for improved detection and safety. Consultants will develop and validate data-driven models to assess and optimize TSP corridor deployments, beginning with analyses of current traffic conditions and existing TSP performance to quantify delays and simulate traffic flow changes. The engagement also includes reviewing current TSP dashboards and tools and providing new or updated models for future TSP assessment across other routes. The ultimate goal is to reduce delays, improve travel times for bus passengers, and inform system-wide TSP deployment decisions by providing clear, data-driven outcomes to stakeholders.

The contract period is expected to be one year. All questions regarding the RFP must be submitted by April 15, 2026.
