This RFP seeks vendors to provide comprehensive transit-as-a-service solutions, covering a wide range of transit technology platforms, vehicle leasing programs, and related products and professional services aimed at optimizing public transportation systems for municipalities, educational institutions, and government agencies. The scope includes vehicle capital lease programs, vanpool and shared transit services, as well as demand-response options such as microtransit, dial-a-ride, paratransit, and non-emergency medical transportation.

Vendors should be capable of furnishing and supporting transportation network solutions, covering bikeshare, scooter rental, and carshare models, along with both electric and petroleum vehicle fleets—including ADA-compliant configurations. Required offerings span transit-as-a-service software and platform-as-a-service solutions, multimodal fare payment and trip planning systems, and vehicle electronics like GPS/AVL tracking. Services include consulting, planning, trip and client management, dispatch, fleet operations, installation, maintenance, training, certification, inspection, and the supply of accessories. A pre-proposal meeting is scheduled, and interested vendors must submit all questions by the specified deadline.
