DESCRIPTION

The government authority in Mesquite, Texas is seeking a vendor to provide comprehensive Transit Development Plan (TDP) services. The selected firm will help develop a coordinated and forward-looking plan addressing current and future mobility needs in the region. Key responsibilities include conducting a detailed evaluation of existing transit services such as demand-response, on-demand, and connectivity to regional transit networks.

Vendors are expected to identify opportunities to enhance first- and last-mile connections, support multimodal integration, and improve access to employment, education, healthcare, and retail locations. Additional goals include developing strategies to support workforce mobility—especially connections to major employers and workforce housing—and exploring innovative service delivery models, technology implementation, and collaborations with private mobility providers. The resulting plan should include actionable recommendations for short, mid, and long-term service expansion and improvements. The contract period is set for five years.
