Public Act 104-0457 was signed on December 16th, 2025.
The Regional Transportation Authority (RTA) will be replaced with the Northern Illinois Transit Authority (NITA) on June 1st, 2026.
The new NITA Board will assume office in September 2026.

A transition plan for the 5-Year Capital Program is due by January 1st, 2027.
Paratransit recommendations for Board approval are due by January 1st, 2027.
A transition plan for the Universal Fare Instrument is due by July 1st, 2027.
A transit-supportive opportunity inventory is due by July 1st, 2027.
A draft of the final report for executive review is due at least 45 days before July 1st, 2027.
The final report with recommendations to the General Assembly is due by July 1st, 2027.
Illinois Department of Transportation

The selected vendor will provide consultant services to a transit authority in Illinois. Responsibilities include developing a comprehensive project charter and master schedule, maintaining a decision-making log with an escalation process, and delivering monthly status reports as well as executive briefings. Quarterly progress summary memos are required, alongside onboarding materials and workshops designed for board members.
Further duties encompass creating an executive search roadmap, establishing clear metrics and standards to identify responsible parties for capital development, and setting goals for a universal fare instrument. The consultant will assess the current state of the fare instrument, conduct an options analysis, and recommend a strategic path for implementing the universal fare instrument. Implementation of the roadmap and an external stakeholder engagement plan are also part of the scope.
