DESCRIPTION

The government authority in Memphis, Tennessee is seeking a qualified vendor to develop a comprehensive and compliant Transit Asset Management (TAM) plan that aligns with the organization's strategic objectives. The contractor will be responsible for creating decision support tools for capital asset investment prioritization and projecting capital needs over time.

The project includes the development of a Business Intelligence dashboard to monitor asset inventory, condition distribution, TAM performance measures, and scenario planning. The selected vendor will assess and evaluate the current asset management practices, establish a detailed asset register and hierarchy, and conduct thorough asset condition assessments using fundamental performance metrics. The TAM plan will drive data-driven performance targets, lifecycle management strategies, risk-based prioritization, and investment recommendations.

Additionally, the vendor will translate asset condition assessments, identified performance needs, and budget scenarios into structured capital and maintenance funding priorities. This will inform both internal decision-making and external funding requests, supporting long-term asset stewardship and effective resource allocation for the agency.
