The Commonwealth of Massachusetts is seeking proposals for a comprehensive, enterprise-level solution to automate transcript processing and transfer credit evaluation. The desired system should leverage advanced AI technologies to modernize the intake, evaluation, articulation, and recruitment process for prospective transfer students. A key requirement is the ability to provide prospective students with degree audit information through a user-friendly transfer portal.

The solution must be capable of accurately ingesting and parsing both high school and college transcripts in various formats, including PDFs, scanned images, and e-transcripts from platforms such as Parchment, National Student Clearinghouse, and SPEEDE, as well as unofficial documents uploaded by students. The system should extract essential data elements such as courses, grades, credits, and term information. Direct integration with the institution's document management system (OnBase) through API or automated retrieval is required, with all transcript data correctly associated with individual student or prospect records.

Real-time or near-real-time integration with Oracle Campus Solutions (PeopleSoft) is essential to support seamless data exchange throughout the entire lifecycle of transfer credit evaluation—from initial transcript ingestion to the final credit posting in the Student Information System (SIS). This integration must utilize secure, FERPA-compliant transmission protocols and standards-based methods such as web services, REST APIs, or integration broker endpoints, with automated synchronization that eliminates the need for manual intervention. The contract period for the selected solution will be one year.
