DESCRIPTION


The State of Indiana is seeking a vendor to provide a secure and scalable training and education reporting system. This system is essential for complying with federal and state reporting requirements, supporting accountability within educational programs, and enabling data-driven decision-making throughout the state's workforce and education ecosystem.

The desired solution should integrate seamlessly with existing systems, adapt to evolving regulatory requirements, and offer a user-friendly interface. Key features include automated tenant provisioning via secure APIs or administrative interfaces, support for both real-time and batch data transfers, and tools for mapping, transforming, and validating data during import and export to ensure accuracy. Data isolation must be maintained, either through Row-Level Security in Azure SQL Database or schema-per-tenant approaches, in line with scalability needs.

Additionally, the system should allow for the organization of data by provider, program, and sub-program categories, offer dashboards and public-facing data reports, and provide tools for tracking and reporting risk status. Optional support for self-service onboarding via a web portal or integration with external systems is also requested. The contractor will be responsible for developing and executing a secure, approved data migration plan. The contract awarded for this project will span four years.
