A government authority in British Columbia is seeking a qualified vendor to provide comprehensive trail strategy services for the development of a city-wide plan. The scope includes conducting research, hosting public engagement activities, and preparing detailed reports and recommendations. The project requires a thorough review of municipal documents such as current and historic plans, bylaws, strategic frameworks, and community trail survey results to ensure the new strategy aligns with existing initiatives.
The selected vendor will analyze best practices, academic literature, and peer municipal approaches to trail planning. This includes reviewing trail classifications, design standards, and specifications to identify areas for improvement. The strategy will focus on enhancing recreation opportunities, improving access to nature, increasing accessibility and equity, connecting key locations, supporting environmental education, and fostering active transportation.
Additionally, the vendor will develop an updated trail classification system, and create a phased, funded implementation and acquisition plan. The final deliverable will be a high-level, city-wide overview that addresses the current trail inventory, geography, demographic trends, urban features, barriers, environmental factors, long-range land use plans, and land ownership to identify new opportunities.
