Bloomington, Illinois seeks a vendor for maintenance of traffic signal systems, including electrical services on an as-needed basis.

Comply with Standard Specifications for Road and Bridge Construction.
Designate a Project Superintendent.
Provide advance notification to the City's inspector before performing work.
Track labor, equipment, and materials using the City's 'Maintenance and Repair Time & Materials Report' form.
Submit signed daily reports within 48 hours.
Submit invoices within 60 days of work completion.
Comply with Public Rights of Way Accessibility Guidelines (PROWAG) and Americans with Disabilities Act requirements.
Contact Joint Utility Location Information for Excavators (JULIE) and field locate utilities.
Do not use City fire hydrants for water.
Use materials manufactured in NAFTA or CAFTA signatory countries.
Maintain traffic control according to City, State, Federal regulations, IDOT Highway Standards, and MUTCD Part 6.
Notify City Engineer before street closures.
Comply with all federal, state, and local health and safety laws (23 CFR 635).
Obtain City inspector's approval for materials.
Apply a 5% markup on materials, off-site repairs, and subcontractor services.
Properly dispose of surplus and unsuitable materials.
Comply with Illinois Environmental Protection Agency's Clean Construction or Demolition Debris (CCDD) Requirements.
Provide evidence of comprehensive insurance coverage, including General Liability ($2M/$4M), Products & Completed ($2M), Worker's Compensation ($1M), Automobile Liability ($2M), Umbrella/Excess Liability ($5M), Errors & Omissions ($2M for professional services), and Crime & Theft Coverage ($2M if access to City property).
List the City, its employees, and officials as additional named insureds.
Ensure insurance coverage is primary, non-contributory, includes a waiver of subrogation, and a 30-day cancellation notice.
Submit a bid guaranty of at least 10% of the bid amount (cashier's check, money order, certified bank check, or surety bond).
Provide Performance and Payment Bonds equal to 100% of the contract price within 10 business days of award.
Pay prevailing wages in accordance with the Illinois Prevailing Wage Act.
Bids are valid for 90 days from bid opening.
Submit bids electronically via the City's e-Procurement Portal.
Certify compliance with the Gift Ban Act.
Have a written Substance Abuse Prevention Program or collective bargaining agreement in effect (Public Act 95-0635).
Certify compliance with Public Act 85-1295 (no bid-rigging or collusion).
Certify compliance with 2CFR180 (not barred or suspended by federal government).
Certify compliance with Employment of Illinois Workers on Public Works Act 30 ILCS 570 (if applicable).
Be a registered contractor with the City of Bloomington if the project includes specific trades (General, Electrical, Plumbing, HVAC, Signage).
Agree to indemnify and hold harmless the City.
Provide a minimum of three references.
If bid exceeds $100,000, provide proof of participation in approved apprenticeship and training programs.
Confirm understanding and agreement to Prevailing Wage requirements.
Confirm understanding of pricing proposal requirements.
Provide business classification.
Provide principal office information.
Confirm review and agreement to comply with Ordinance No. 2024-058 (Public Works Contracts & Project Labor Agreements).
If a Project Labor Agreement (PLA) is required, submit a signed Letter of Assent.
If a PLA waiver is requested, submit the Request for Project Labor Agreement Waiver.
Submit an Equal Opportunity Plan.
For bids of $50,000 or more on City Construction Contracts, complete and submit the Contract Diversity Goal Form.
For private vendor contracts of $50,000 or more, submit a formal commitment to provide equal employment opportunities.
Acknowledge and agree to comply with the Good Faith Effort - End of Project Summary requirement if awarded.
