The City of East Lansing, Michigan, is seeking a qualified vendor to provide comprehensive traffic signal asset management plan services. The selected vendor will be responsible for documenting all traffic signal assets and their components, including hardware, software, and communications infrastructure. This includes conducting a detailed condition assessment and performance evaluation of each asset using standard ratings, performance measures, and reliability metrics. The assessment should help identify asset gaps and prioritize actions, referencing industry best practices in transportation engineering.
The project further requires the development of lifecycle management strategies for the maintenance, rehabilitation, and replacement of assets based on deterioration curves and projected performance levels. Risk-based planning is essential, including an analysis of risks to asset performance and the likelihood of failure. Additionally, the vendor must assist in financial planning by developing a budget spreadsheet to aid the city's annual budgeting process.
The successful firm will also design a program or procedure to monitor and report on key performance indicators such as uptime, response times, and operational efficiency. This will enable the city to evaluate the effectiveness of its asset management strategies. The contract will be for a duration of one year.
