The City of Yuma, Arizona is requesting proposals for traffic control services for parades, community events, and municipal projects.

Comply with Davis-Bacon Act for prime construction contracts exceeding $2,000
Comply with Copeland 'Anti-Kickback' Act
Comply with Contract Work Hours and Safety Standards Act for contracts exceeding $100,000 involving mechanics or laborers
Comply with 37 CFR Part 401 regarding rights to inventions made under a contract or agreement, if applicable
Comply with Clean Air Act and Federal Water Pollution Act for contracts exceeding $250,000
Certify that the vendor and its principals are not debarred, suspended, or excluded from federal participation
File certification for awards exceeding $100,000 and disclose lobbying activities in compliance with the Byrd Anti-Lobbying Amendment
Comply with Section 6002 of the Solid Waste Disposal Act for procurement of recovered materials
Provide preference for goods, products, or materials produced in the United States where practicable
Do not purchase equipment, services, or systems that use 'covered telecommunications' equipment or services
Comply with record retention requirements detailed in 2 CFR § 200.333 for three years
Comply with mandatory standards and policies relating to energy efficiency
Agree not to discriminate against any employee or applicant for employment based on protected characteristics
Allow the District's Inspector General or authorized representatives access to books, documents, papers, and records
Ensure all subcontracts are bound by the specified terms and conditions
Possess and maintain a City of Yuma business license
Have a minimum of three years documented experience in providing traffic control services for public events, roadway closures, or construction projects
Demonstrate ability to develop and implement Temporary Traffic Control Plans (TTCPs) for large-scale events
Be licensed and registered with the State of Arizona
Ensure all personnel are trained, licensed, and insured
Comply with all current federal, state, and local laws, rules, and regulations governing traffic control operations, including MUTCD, ADOT standards, and OSHA requirements
Maintain all required licenses and permits for work
Have a local field representative available during the contract period
Ensure employees wear clean uniforms with company name or logo and conduct themselves professionally
Ensure employees are not accompanied by unauthorized persons in the work area
Ensure adequate staffing levels to meet event requirements
Maintain the work area in a safe and secure condition, remove debris, and prevent damage to City property
Provide and maintain sufficient, operational equipment, including back-up equipment, that complies with regulations and is clearly marked
Suspend operations and immediately notify the City if weather or traffic conditions make work unsafe or impractical
Be responsible for training workers on job safety standards and demonstrate compliance programs
Provide all-inclusive pricing for 13 specified community events, covering all direct and indirect costs
Provide MUTCD-compliant signs, devices, equipment, and certified flaggers for non-specified events
Ensure Traffic Control Plans (TCPs) are valid with an Encroachment Permit
Notify City of Yuma Engineering Inspection Services at least three working days in advance for road closures
Notify all affected businesses, residents, and emergency services of road closures
Maintain access to all businesses, residences, and emergency services within closures
Comply with MUTCD tables 6C-3 and 6C-4 for taper lengths and maintain minimum lane widths of 12 feet
Maintain shoulders used for detouring traffic for safe drivability and dust control, and restore them upon completion
Provide flaggers for events not specifically identified in Section 1, unplanned closures, maintenance, or emergency situations
Provide advanced public notification for road closures and detours using variable message boards at least 72 working hours in advance
Obtain approvals from other government agencies whose facilities or operations fall within TCP limits
Ensure all traffic control devices comply with the latest MUTCD requirements for device type, installation, and retro reflectivity
Do not mount signs on Type II barricades
Cover or remove conflicting signs and pavement markings during project work and restore them upon completion
Ensure all workers wear properly reflectorized apparel in accordance with current MUTCD visibility requirements
Notify City of Yuma Engineering Inspection Services at least 48 working hours in advance for schedule changes
Comply with E-Verify requirements under A.R.S. § 41-4401 and § 23-214(A)
Certify that the contractor does not use forced labor of ethnic Uyghurs and will not for the term of the contract
Ensure goods or services are subject to final inspection and acceptance by the City
Maintain all required federal, state, and local licenses and permits for business operation
Ensure all goods or services are free of all liens
Use industry standard packing and clearly mark containers
Agree to defend against patent infringement claims
Be responsible for procuring all permits and licenses, paying all charges, fees, and sales tax
Use reasonable care to avoid damaging City property and repair any damage at no cost
Warrant all furnished products against defects in materials and/or workmanship for a period of one year
