The government of Liberia is seeking a qualified vendor to develop a secure, digital platform dedicated to the issuance and management of traditional marriage and divorce certificates. This system will replace manual processes with structured digital forms, streamlining the submission, verification, authorization, and tracking of certificate requests through well-defined workflows.
The platform must incorporate robust authentication and access control mechanisms to ensure that only registered users can access system functions and data based on their assigned roles, with support for enforcing password policies and separating duties. Additional features include a user-friendly graphical interface for data entry, the ability to monitor unsuccessful access attempts, and tools for ensuring compliance with data formatting standards.
To ensure accessibility, the platform should offer mobile and offline capabilities, as well as an API for integration with other national and local digital systems. User Acceptance Testing will be conducted in collaboration with the Ministry of Internal Affairs to validate functionality and usability before full deployment.
