The State of Washington is seeking a qualified vendor to provide, operate, and maintain a secure third-party data manager solution for handling Clinic Visit Record (CVR) data. The required system must meet HIPAA and Uniform Health Care Information Act compliance standards and will support managing and reporting on sensitive clinical data submitted by multiple external contracted subrecipients, using electronic health record (EHR) systems from vendors including Athena Health, Epic, eClinicalWorks, NextGen, and Patagonia.
Key functional requirements include robust report generation capabilities, allowing authorized users to customize reports based on specified timeframes and variable filters. The solution must streamline federal reporting by meeting agency 2.0 standards, and enable secure, quarterly data quality summary reporting to the Department of Health Epidemiology team. Additional technical specifications include the ability to receive and process data submissions in various formats, apply field-level validations, transform data to a standardized format, and generate notifications for records that fail validation. Subrecipients are responsible for correcting and resubmitting any data that does not meet the required standards.
The contract for this engagement will span one year. Interested vendors must ensure all questions regarding the procurement are submitted by March 2, 2026. A pre-bid meeting is scheduled for February 23, 2026.
