SUMMARY

RFP seeking a third-party administrator to manage various types of liability claims for the City of Connecticut, including transition of all existing and future claims.

DESCRIPTION

The City of Connecticut seeks a qualified vendor to provide third-party administrative services for liability claims. Services include the comprehensive handling of general liability, automobile liability, law enforcement liability, public official liability, school board legal liability, and employment practices liability claims. The administrator will manage all aspects of the claims process, including intake, investigation, evaluation, reserving, and resolution, adhering to applicable laws, established standards, and city-specific protocols.

The selected provider will interface directly with the Corporation Counsel for claim setup, investigations, reserve management, reporting to excess insurance carriers, and performing related administrative duties. The city requires loss analysis and claims reporting capabilities, with mandatory access to an online TPA database and claims management system for all open and closed claims.

Importantly, the TPA will assume full responsibility for all currently open claims and continue administration on an ongoing basis, while also managing all new claims reported after the effective service start date. The initial contract period is one year.

All questions regarding the RFP must be submitted by May 11, 2026.
