DESCRIPTION


The selected vendor will serve as a statewide third-party administrator for both natural gas and electricity services in Ohio. Responsibilities include marketing the programs, developing supply strategies, forecasting usage, scheduling, preparing bids, and overseeing all aspects of billing, payment, and reporting for participating entities.

The administrator will implement strategic planning to optimize energy pricing and ensure reliable supply, as well as provide bill pay solutions that include auditing, payment management, and minimizing penalties or erroneous payments. Vendors should be able to demonstrate proven performance in previous engagements, supported by metrics for savings achieved, reporting accuracy, and customer satisfaction.

The role requires the expansion of the existing natural gas program and the implementation of an electricity program, with an emphasis on increasing supply volume usage and the number of participating accounts. The administrator will manage procurement processes, aggregate usage, leverage pricing power, and maximize cost savings. Robust, timely, and transparent reporting and record-keeping are expected, along with ongoing recommendations and supporting analysis for all pricing decisions.
