DESCRIPTION


The Township seeks a third party administrator to oversee the management of its police secondary employment program services. Responsibilities include accepting service requests from vendors, managing required paperwork submissions, scheduling off-duty police officers, and handling financial activities such as invoicing, collecting escrow and invoice payments, processing escrow refunds, and remitting a comprehensive detail package—including invoices, payroll reports, and wire payments—on a bi-weekly basis to the Township Controller’s Office and Police Department.

The required system must be user-friendly and accessible to officers, administrators, and vendors via desktop, tablet, and mobile devices. Officers should be able to view and request open assignments, receive confirmations, update availability in real time, and electronically enter any changes to their assigned detail hours. The system must prevent scheduling conflicts with officers' regular duty hours or other approved assignments and adhere to all departmental rules and regulations.

Additionally, the platform should feature robust real-time management and financial reporting capabilities, allowing for summary and detailed reports by officer, vendor, location, and time period. Reporting outputs must be exportable in standard file formats such as Excel and PDF.
