The City of Ohio is seeking a qualified vendor to provide third party administrator benefits consulting services. The selected consultant will deliver expertise in health insurance (including high-deductible and traditional plans), prescription drug plans, dental and life insurance, disability insurance, flexible spending accounts, COBRA, employee wellness initiatives, and Employee Assistance Programs (EAP). Key responsibilities include designing and implementing benefits programs, recommending plan designs, supporting ongoing maintenance, future development of wellness programs, and assisting with COBRA and flexible spending account administration.

Additional duties include conducting employee surveys and educational sessions, monitoring benefit plans and programs, loss control analysis, financial plan design and analysis, legislative compliance, premium and renewal negotiations, managing RFPs, marketing voluntary benefits, and developing employee benefit communications. The consultant will also be responsible for preparing utilization data reports, performing cost containment studies, presenting cost comparisons of plan options, projecting future costs for budgeting, and providing recommendations for plan designs.

The contract period will be for one year, with an opportunity for extensions or renewals as determined by the City. All prospective vendors are required to submit any questions related to this RFP by April 13, 2026.
