DESCRIPTION


The State of Connecticut is seeking a vendor to provide third party administration and record keeping services for its Flexible Spending Accounts (FSA) and Qualified Transportation Account Program. The selected provider will be responsible for collecting and processing all program enrollments and changes, transferring payroll deduction information to and from the State's Peoplesoft system, and reconciling contributions to employees' elected amounts.

Each program participant must be issued a no-fee debit or credit card to pay for eligible expenses. The vendor is expected to develop and maintain a State-specific website for employees, offering detailed information about the benefits program as well as educational and marketing materials.

Services also include providing an online portal, a mobile app, and an interactive voice response system where participants can access account statements, balances, transaction histories, request cards, report lost or stolen cards, and upload qualifying receipts. The State is to be given access to an online reporting system. Additionally, the vendor will operate a State-specific toll-free telephone line for the program and provide reconciliation of contributions and claims reimbursements at the end of each calendar year.
