Seeking a provider to deliver tenant-based rental assistance and case management for eligible students and families in Scottsdale, Arizona.

Comply with all applicable federal regulations, including HOME Tenant-Based Rental Assistance requirements under 24 CFR 92.209 and CPD Notice 21-10.
Adhere to the Scottsdale Housing Agency Administrative Plan and Housing Choice Voucher Model for TBRA implementation.
Be a qualified nonprofit or eligible entity capable of administering HOME-funded TBRA programs.
Provide adequate staffing and resources to deliver services at Scottsdale Housing and Community Assistance Office or School Resource Center.
Deliver services in a culturally relevant and linguistically appropriate manner.
Demonstrate experience in administering rental assistance programs.
Demonstrate experience in conducting eligibility determinations and income verifications under HUD standards.
Demonstrate experience in performing housing inspections in compliance with NSPIRE and lead hazard reduction requirements.
Ability to develop and implement individual housing plans and case management services.
Track record of successful collaboration with community organizations and school districts.
Verify participant eligibility, including lawful presence via Systematic Alien Verification for Entitlements (SAVE).
Maintain accurate case files and chronological waiting lists.
Conduct income determinations and annual recertifications per 24 CFR 5.609 and Part 982.
Ensure compliance with rent reasonableness standards.
Ensure compliance with HUD Small Area Fair Market Rent (SAFMR) payment standards.
Administer rental subsidies for up to 24 months, including security and utility deposit assistance.
Demonstrate ability to manage federal funds in compliance with HUD and City requirements.
Provide two years of operating budgets and most recent audit.
Maintain internal controls for proper reimbursement and compliance with eligible cost requirements.
Conduct initial and annual inspections to ensure compliance with NSPIRE standards and lead hazard reduction requirements.
Document inspections in participant files prior to lease execution.
Assign bedroom sizes according to SHA subsidy standards.
Review and approve leases to ensure compliance with 24 CFR 92.253 and Scottsdale Housing Agency Administration Plan.
Incorporate VAWA lease addendum and prohibit unlawful lease terms.
Execute rental assistance contracts and maintain copies in project files.
Ensure lease term is at least one year and participation in supportive services is mandatory.
Determine household income eligibility using HUD definitions under 24 CFR 5.609.
Review at least three months of source documentation.
Conduct annual income recertifications and maintain consistent methodology.
Begin recertification process 90–120 days before anniversary date.
Calculate TBRA subsidy and tenant contribution based on SHA payment standards and adjusted income.
Ensure security deposit assistance does not exceed two months' rent.
Submit itemized reimbursement requests based on actual receipted expenses.
Submit monthly progress reports, including eligibility determination forms, NSPIRE inspection and rent reasonableness documentation, TBRA participant tracking sheets, and copies of receipts and ledgers for financial assistance.
Submit annual performance reports and additional HUD-required data.
Retain all project records for five years after assistance ends.
Assess all incoming referrals within a reasonable timeframe.
Maintain compliance with HUD and City policies.
Achieve performance benchmarks: 90% of participants exit to stable housing, 75% maintain or increase income, 100% of inspections completed prior to leasing and annually.
No advertising or publicity concerning the City without prior written approval.
Contract governed by Arizona law, with cause of action in Maricopa County.
No assignment or sublet of services without written consent.
Furnish a Certificate of Insurance on a standard insurance industry ACORD form or equivalent.
Provide Safety Data Sheets (SDS) for all delivered substances.
Use only the safest chemicals with the least harmful ingredients.
Apply approved chemicals with highly volatile organic compounds outside of working hours.
Comply with all federal immigration laws and the E-Verify Program.
Comply with all relevant federal and state laws, including the American with Disabilities Act, the Immigration Reform and Control Act of 1986, and the Drug Free Workplace Act of 1989.
For non-construction services over 500 hours per calendar quarter, provide OSHA 300A, accident reports, and worker's compensation experience modifier.
Do not make any donations to the City without City Manager or designee approval.
Warrant no use of forced labor of ethnic Uyghurs or goods/services produced by such labor.
Disclose any issue or potential issue with financial condition, solvency, or creditworthiness, including litigation and bankruptcy filings.
Familiarize with all local conditions, federal, state, and local laws, ordinances, rules, and regulations.
Assume full responsibility for defense against patent/copyright infringement.
Promptly notify the City in writing of any general price decrease.
Maintain books, records, correspondence, accounting procedures, and supporting evidence open to inspection and audit for three years after final payment.
Be registered/licensed in the State of Arizona if required for the work.
Provide the required I.R.S. W-9 Form upon request.
Bear all risks of loss, injury, or destruction of goods and materials prior to delivery.
Comply with City-determined procedures and methods for material testing.
Warrant that all goods or services conform to specifications, are new, free from defects, merchantable, safe, and fit for purpose.
Maintain an active Unique Entity ID (UEI) registered in SAM.GOV.
Employees performing work in City facilities must pass a criminal background investigation and substance abuse screening.
No individual with pending criminal charges, active warrants, recent felony convictions, or affiliation with terrorist organizations/organized crime can have unescorted access to vital infrastructure or unsupervised contact with vulnerable populations.
Vehicles used in performance of work must have amber/yellow warning lights and company signage.

Agreement Performance Reports are due on the 10th of July, October, January, and April.

Monthly Requests for Reimbursement are due within thirty (30) days of submitting a HOME Setup Report and monthly thereafter.

HOME Setup Reports are due within one (1) year from the date the Agreement is fully executed.

HOME Completion Reports are due no later than forty-five (45) days of final payment requests.

Quarterly Reporting Deadlines: October 19th (for July 1st - September 30th), January 19th (for October 1st - December 30th), April 20th (for January 1st - March 30th), July 20th (for April 1st - June 30th).
