DESCRIPTION


The State of Missouri is seeking vendors to provide a comprehensive telecom management and billing system. The solution must support hardware configurations adequate to manage current data volumes and offer cloud storage of up to seven years of historical data. System requirements include minimal latency for initial screen load and navigation, seamless typing with no noticeable delay, and capacity to support several hundred concurrent users through a web browser.

Role-Based Access Control is required, in addition to a job scheduler that can handle large background processes such as billing runs, imports, and batch rating. Full electronic system documentation must be provided. The system must generate consolidated telecommunications and State Data Center billing invoices for each customer regardless of utilized services, with abilities to reflect invoice status (paid, printed, or viewed) and provide supporting detail on charges.

The chosen system should interface and sync with the state's financial management system, include a fully integrated work order module, and allow for multiple transaction types on a single work order with automatic numbering. Robust reporting capabilities and strict access control measures are mandated. The solution should support a minimum of 2,000 end users, and the initial contract is set for five years.
