The Naval Sea Systems Command (NAVSEA) is seeking qualified organizations for the engineering design, development, and manufacturing of Technology Insertion (TI)–28 and TI–next Total Ship Monitoring System (TSMS) hardware and software systems. This scope includes technical insertion kits, trainers, associated spares, and engineering support as part of the Acoustic – Rapid Commercial Off-the-Shelf (COTS) Insertion (A–RCI) upgrades for various submarine classes, including LOS ANGELES, VIRGINIA, SEAWOLF, and COLUMBIA. The procurement will entail engineering design development to address software re-architecture requirements, as well as the provision of technical and in-service support, installation, partial technology enhancements, infrastructure baseline upgrades, and lifecycle support for existing TSMS designs.
The TSMS will utilize both COTS and non-developmental items, incorporating advanced signal processing and reconfigurability for acoustic and array sensor support. The planned contract will be awarded for an eight-year term, beginning in Fiscal Year 2028 and concluding in FY 2035, with an estimated 552,000 man-hours required for engineering and technical support. Production will include shipsets delivered incrementally throughout the contract period. Applicants must demonstrate technical prowess, facilities, and resources to support all phases of development, testing, integration, and manufacturing for TI–28 and TI–next baselines, as well as established security clearances at the SECRET Level. Furthermore, responding organizations are encouraged to present innovative strategies to enhance technical, staffing, and cost efficiency, maintaining quality and timely system delivery.
Interested firms must submit detailed narratives outlining relevant experience, technical abilities, facility layouts, and support capabilities. Documentation should illustrate the capability to design, integrate, test, and deliver all required baselines and hardware, with qualified key personnel as stipulated. This procurement aims to ensure robust support for fleet requirements and ongoing system improvements for submarine platforms.
