DESCRIPTION

The selected vendor will provide comprehensive technology evaluation support services to a government authority in Gaithersburg, Maryland. Key responsibilities include creating and refining topic statements, relevance assessments, and formulating queries that uniquely identify video content. The vendor will generate descriptions for videos and make determinations on whether a video segment contains specific features, such as people, places, items, or events, based on the defined information needs. The role also involves annotating text for entities and other linguistic structures, developing usable topics, selecting newswire articles, composing initial test sets across multiple data modalities, and preparing descriptions and annotations for a variety of media—including text, code, audio, images, and video.

The vendor will also conduct usability testing encompassing demographic research, participant recruitment and screening, facilitating both onsite and remote usability testing, and preparing all associated test materials and consent forms. Additional duties include developing test instruments, facilitating and proctoring user tests and surveys, annotating and analyzing collected data, and managing participant compensation.
