DESCRIPTION


The government authority in San Francisco, California seeks a technical consultant service for a one-year contract. The consultant will support the regionwide permit program by readopting and improving existing permits, as well as developing new permits for project types currently underserved. This includes conducting programmatic approaches to approve projects beyond the current scope of the permit program, with studies to identify possible methods.

Additionally, the consultant will provide stakeholder and public engagement support across all technical tasks, and cover overall project management and administration. The authority will assign a staff project manager to coordinate and respond to consultant questions, provide access to all relevant permit files and records, lead adoption proceedings, and conduct internal policy and legal reviews of draft revised permits. Efforts will be made to reduce the time and cost burden that individual permit applications impose on applicants, especially for small projects with minimal impacts. All questions regarding the RFP must be submitted no later than April 24, 2026.
