The State of Colorado is seeking a vendor to provide a secure and comprehensive tax collection and administration software solution. The proposed system must support current rules, accommodate existing accounts, and enhance customer service while improving staff productivity. Key requirements include robust security features with customizable access levels (full, read-only, or limited), role-based access controls, and comprehensive audit logging.
The software should integrate seamlessly with the Department of Revenue’s current online sales and use tax filing system. To ensure system integrity, vendors must provide network monitoring that incorporates intrusion detection and prevention systems (IDS/IPS), enforce password complexity requirements for all users, and enable support for single sign-on (SSO) and multi-factor authentication (MFA). The system must ensure data encryption both at rest and in transit. Access to the solution may require third-party licenses, such as Microsoft SQL Client Access Licenses, which should be detailed in the proposal.
Additionally, the use of data for AI training or analytics is strictly prohibited without explicit permission. The solution must also offer APIs with full documentation to support integration needs. Vendors experienced in implementing similar solutions for government clients are encouraged to respond. All questions related to this RFP must be submitted by December 15, 2025.
